In Module 3 you will explore what services local municipalities must provide, where municipalities get the money from to provide these services, how they spend their funds and why it is so important that people pay for municipal services. You will learn about exclusive and “shared” functions of local municipalities, how they must cooperate with other spheres of government in order to deliver services and how they generate their income from grants, loans and user charges.
